The mission of the Housing Authority of Somerset is to provide and/or promote affordable and quality housing for low income families in a safe and caring environment free from discrimination, consistent with the neighborhood revitalization, and with an emphasis on home ownership opportunities.


The Housing Authority of Somerset (HAS) is a municipal housing authority.  HAS provides affordable, safe, and neighborhood homes for rent to income eligible families, elderly, and persons with disabilities.

Eligibility is determined by your total family income, rental history, and good community relationships.  The rental program is part of the partnership between the housing authority and the U. S. Department of Housing and Urban Development.

The Housing Authority of Somerset (HAS) administers Section 8 Housing Choice Vouchers (HCV) that are funded by the U. S. Department of Housing and Urban Development.  Eligibility for the HCV program is determined by your total family income.

This program allows the family to choose the location of the home to be rented.  For example, after being approved for the issuance of a voucher, the family selects a home in the city/county to be rented and this could be a single family home, apartment, or other type of quality housing.  The home selected must be affordable and meet housing quality standard.

A portion of the rent is paid directly to the landlord on behalf of a family.

Family self-sufficiency is a HUD program that encourages communities to develop local strategies to help families obtain employment that will lead to economic independence and self-sufficiency.  Public housing agencies work with welfare agencies, schools, businesses, and other local partners to develop a comprehensive program that gives participating FSS family members the skills and experience to enable them to obtain employment that pays a living wage. 

To be eligible for the program, families must be currently receiving assistance through the housing choice voucher program.  Interested families should discuss participation in the FSS program with the Housing Authority of Somerset.



The Housing Authority of Somerset (HAS) operates a computer and technology center to help the community have better access to employment training opportunities, internet and telecommunications services, and educational programs.  The Center provides a public access computer center with no charge to the user.

Center hours are Monday-Friday 9:00 am  5:00 pm and hours may vary without notice.  Special hours are available for public and private use upon making arrangements with the Center.
